Mers warns of risks in making decisions without Ukraine

On December 9, 2025, after a meeting in Berlin, German Chancellor Friedrich Merz expressed serious concerns during a discussion with journalists about the possibility of decisions regarding Ukraine being made directly without Kyiv's involvement. He emphasized that such an approach could lead to a "dictatorial peace" and jeopardize the security of all of Europe.

Speaking at the conclusion of negotiations with Armenian Prime Minister Nikol Pashinyan, Merz highlighted that just as it is unacceptable to discuss decisions about Ukraine’s fate without Ukraine's involvement, it is equally implausible to resolve critical European issues without the participation of Europeans. Responding to a question from a DW journalist, the German chancellor underlined that lasting peace can only be achieved through open dialogue and the full engagement of all parties.

Merz also referred to negotiations held a day earlier in London with UK Prime Minister Keir Starmer, French President Emmanuel Macron, and Ukrainian President Volodymyr Zelenskyy. According to him, this meeting discussed realistic and practical ways to achieve peace in Ukraine, during which each party presented its views and proposals.

According to the German leader, a unified package of joint proposals based on these discussions is currently being prepared. These proposals will be coordinated with the US leadership in the coming days, after which further negotiations with Moscow are planned.

Merz also specifically addressed Russia's role in this war. In his view, it was not Ukraine but Russia that initiated this conflict, and if it chooses, it has the capability to end the war "within a few hours." Therefore, Germany is keen on this process concluding with a reliable and fair solution as swiftly as possible.

In concluding his statements, the chancellor noted, "The situation’s developments will become clear in the coming days, perhaps within a few weeks." European leaders continue to stress the necessity of remaining vigilant and not taking security and peace concerns lightly.
