Radical Reforms in Healthcare: New Centers and Oversight System

An important Presidential Decree has been adopted to restructure the national medical system based on modern management principles and elevate the quality of services provided to a new level. As of May 5, 2026, this document provides for ensuring transparency in the sector and introducing new mechanisms for protecting public health.
New structures — a guarantee of quality medicine
In accordance with the Decree, a number of specialized institutions will begin operations under the Ministry of Health. In particular, based on the former Institute of Health and Strategic Development, the Research Center for Public Health Analysis was established. This center will conduct in-depth studies of medical indicators and develop strategic solutions.
At the same time, the Clinical Audit Inspection which checks the compliance of medical services with standards, along with its regional branches, as well as the Content Media Center responsible for information policy in the sector, will be launched.
Dialogue with the public: Problems will not go unnoticed
One of the biggest innovations in the system is the simplification of processing public appeals. Now, a modern Call Center will be established on an outsourcing basis. This center will promptly receive complaints and suggestions from citizens and forward them to the relevant authorities without delay.
In addition, to ensure seamless communication between doctors and patients, a special Feedback platform will be launched. Through this digital system, the real state of medical services, pharmaceutical supply, and hospital issues will be openly analyzed.
Broad opportunities for medical associations
Starting from September 1, 2026, the role of public oversight and professional associations in the sector will significantly increase. Medical associations are being granted the following powers:
Developing treatment standards and participating in their discussion;
Evaluating the quality of hospital services in collaboration with the State Health Insurance Fund;
Managing the processes of retraining, examination, and certification of medical personnel.
These changes not only increase the responsibility of medical staff but also create a solid legal foundation for every citizen to receive high-quality and qualified medical care.
