In neighborhoods of Tashkent and Fergana regions with a high crime rate, a modern approach to crime prevention has been introduced. According to the new order of the Minister of Internal Affairs, from now on, retired former employees of internal affairs bodies with many years of practical experience will be involved in this important direction on a contractual basis, reports norma.uz.
This initiative has been developed on the basis of the Law “On Internal Affairs Bodies” and the presidential decree on improving work with personnel and the organization of their service. The goal is to increase the effectiveness of the fight against offenses by fully utilizing the potential of experienced personnel, as well as to prevent crimes in areas in need of social protection.
According to the regulation, pensioners are accepted for work exclusively on a voluntary and open competition basis. Participation in the competition is not limited by gender, age, social status, or nationality. The main requirements are at least 5 years of practical experience in the internal affairs bodies, positive work recommendations, and no health or criminal record restrictions.
The internal affairs bodies annually analyze the crime situation in neighborhoods and update the list of problem areas. During the competition, candidates are evaluated according to a 5-point system based on an interview; if the scores are equal, the final decision is made by the chairman of the commission.
The winners of the competition sign a contract and receive a monthly payment equal to their pension. These funds are financed by the fund for the development of the crime prevention system.
As a result of the implementation of the new regulation, the knowledge and skills of experienced pensioners in the Ministry of Internal Affairs are effectively applied in problematic areas. In turn, this strengthens cooperation between the public and law enforcement agencies, contributing to security. With this initiative, a new stage in crime prevention begins — additional opportunities are created for the population in the field of social protection and security.
