
By order of President Shavkat Mirziyoyev, a comprehensive inspection will be carried out regarding the activities of key organizations in the field of civil aviation in Uzbekistan. The relevant decree (PQ-193) signed on October 27, 2023, is aimed at regulating state policy and ensuring transparency in this sector.
According to the document, by August 1, 2026, the Accounts Chamber, the Committee for the Development of Competition, the Ministries of Transport and Economy, in cooperation, will implement this process. The audit will include airlines with a state share of 50% or more, including Uzbekistan Airways and Silk Avia, as well as all airports and the state unitary enterprise “Uzaeronavigation Center.”
The inspection results will be submitted to the Presidential Administration. This decision was made after, in December 2024, the Competition Committee recognized Uzbekistan Airways and its subsidiary Silk Avia as having a dominant position in the air transport market.
The list of organizations with a dominant position also includes Uzbekistan Helicopters, Uzbekistan Airways Technics, and Uzbekistan Airports Cargo. In addition, a number of specific tasks were assigned to the Ministry of Transport in the field of aviation.
In particular, a plan for modernizing the technical condition and interior design of aircraft operating international flights must be developed within two months. Requirements for eliminating malfunctions encountered during aircraft maintenance and measures for improving the quality of services provided by third-party contractors at airports will also be developed.
Within three months, the Ministry of Transport must introduce a modern information system and call center at the “Uzaviation” agency to process passenger inquiries and complaints. One of the important innovations will be preparing proposals for integrating the Skytrax international quality assessment system into the activities of airlines and airports.
This may significantly contribute to increasing service standards. These measures are part of a comprehensive strategy aimed at improving the efficiency of the transport sector.
Last week, Minister of Transport Ilhom Makhkamov announced that Uzbekistan Airways and Uzbekistan Airports were tasked with reducing service costs by 20 percent by the end of 2025. Personal responsibility for ensuring the timely and high-quality implementation of this decision has been assigned to Deputy Prime Minister Achilboy Ramatov and Minister of Transport Ilhom Makhkamov.
