What is Uzbekistan’s ranking in the international terrorism index?

Central Asian countries entered the list of the world’s states with the lowest impact from terrorism. Nevertheless, the report notes that the region’s stability is increasingly influenced by external factors, especially proximity to Afghanistan. This is stated in the “Global Terrorism Index 2026” report.

Country indicators are formed based on four main measures: number of attacks, death cases, injured, and hostages taken. A five-year average is used to assess terrorism impact. The main centers of terrorist activity remain in Africa and South Asia. In 2025, the overall level of terrorism worldwide decreased, but the nature of threats became more complex and harder to forecast.

According to the report, Kazakhstan, Kyrgyzstan, and Turkmenistan did not record any terrorist incidents. These countries, with 0 points, share the last place (163rd) among 163 countries studied. Uzbekistan ranks 95th and remains in the minimal risk category. In the region, only Tajikistan has a higher threat level and is ranked 41st globally.

Relative stability in Central Asia is explained by several factors, including strict security measures, absence of active armed conflicts, and limited involvement of international terrorist organizations.

Despite internal stability, threats to the region increasingly come from outside. The report notes intensified activity of extremist groups in Afghanistan and Pakistan, deterioration of relations between the two states, which could turn into an open conflict by 2026. The Tajik-Afghan border, where vulnerable points remain, causes particular concern.

Besides external pressure, experts focus on internal dynamics. Radicalization among youth is accelerating, with digital platforms and online content playing an important role.

The ranking is led by Pakistan, followed by Burkina Faso and Niger. Fourth and fifth places are Nigeria and Mali.

According to the Global Terrorism Index, in 2025, the most casualties occurred in Africa. The top three spots are taken by Burkina Faso, where terrorist attacks killed over 300 people.

Fourth is Niger, fifth is the Democratic Republic of Congo. In 2025, over 2.9 thousand terrorist acts occurred worldwide, resulting in 5.5 thousand deaths.

Despite the continuing threat of terrorism, the overall situation has improved: the number of deaths decreased by 28%, attacks by 22%. Positive changes were observed in 81 countries, deterioration in 19.

The Sahel region in southern Africa remains the main center of terrorist activity, though signs of stabilization are visible. In ten countries of the region, the number of victims decreased, in four — increased.

The largest number of deaths is still caused by ISIS, which operated in 15 countries in 2025. This figure is significantly lower compared to the previous year, when the group was active in 22 countries.
