Ukrainian President Volodymyr Zelensky stated that any potential U.S.-supplied Tomahawk cruise missiles would be aimed solely at military targets. According to him, Ukraine will never attack Russia’s civilian population.
On Sunday, October 12, Zelensky clarified this position during an interview with Fox News. “Only military targets. We will never attack their civilians,” he said on The Sunday Briefing program.
That same day, Zelensky held his second conversation in two days with U.S. President Donald Trump. The Ukrainian leader described the talk as “very productive” and noted that both sides reached an understanding on key issues. “Yesterday we outlined important directions for today and reviewed all aspects of the situation,” he wrote on social media.
According to Axios, the first conversation on October 11 also touched upon the possible delivery of Tomahawk missiles to Ukraine. Zelensky noted that Russia appeared “genuinely fearful” of this prospect.
“We see that Russia truly fears the possibility that Americans might provide us with Tomahawks. This shows that such pressure could contribute to peace,” Zelensky wrote in his statement.
Observers believe that if the U.S. supplies Ukraine with long-range missiles, it could increase military pressure on Russia. However, Zelensky emphasized that Ukraine intends to use these weapons strictly for defense and within the framework of international law.
Thus, Kyiv’s stance is clear: no attacks will be directed against civilians — all operations will target only Russia’s military infrastructure.
