People's assessment is the main criterion: a new system will be introduced for public services

According to the new decree, from January 1, 2026, a new system will be introduced in which all public services will be assessed based on the direct assessment of the population at the district and city levels.

What does this mean?

Now the people will evaluate how a state body is working, and based on the results, the heads of ministries, departments and governors will be held personally liable.

Another important innovation is the launch of an online platform based on artificial intelligence. This service will allow citizens to find answers to various problems via mobile phones in a simple, fast and convenient way.

Openness and transparency in the economy - in the first place

The decree also provides for a number of mechanisms aimed at preventing corruption. In particular:

• If the price of goods or services in government procurement exceeds the market price, the official who made the purchase in this way will be held liable.
  
• From July 1, 2025, international anti-corruption standards and competitive examination of auctions will be introduced in large investment projects.
  
• The scope of the national information system "Transparent Construction" will be expanded and it will be gradually applied to international projects.
  

What changes will occur by the end of 2025?

Subcontractors for international tender objects will be attracted through the "Transparent Construction" system.

Tenders worth up to $ 2 million will be held only through this system if they are financed by international financial organizations.

Foreign companies that win international tenders will be required to perform at least 60 percent of the contract value themselves — this will put an end to the practice of "agreeing only in name and handing over the work to someone else."
