
New ethical rules for the development and application of artificial intelligence (AI) technologies have been developed in Uzbekistan. These decisions were made based on the laws "On Informatization," "On Personal Data," and the presidential decree "On Additional Measures for the Further Development of Artificial Intelligence Technologies."
According to the draft developed by the Ministry of Digital Technologies, clear ethical rules have been established for all individuals and legal entities developing, implementing, regulating, and using AI systems.
The basic principles of these rules are as follows:
- Legality: The use and development of AI systems should be based only on legal grounds.
- Protection of the interests of the individual, society, the state and the environment: the main goal of AI technologies is to respect human rights and interests, to ensure their safety.
- Clarity and openness: how AI systems work, their purpose and results should be clear and understandable to the population.
- Being under human control: AI should always work under human control and guidance.
- Responsibility and accountability: AI technologies must ensure that human rights are not infringed upon, that they are not discriminated against, and that they are transparent.
Artificial intelligence developers and implementers are responsible for ensuring the security of personal data and predicting system risks. Also, AI users are obliged to comply with the law, respect the rights of others, and use AI responsibly.
These rules were developed for the purpose of protecting AI technologies in the field of human rights, public safety, and environmental protection, and great attention is paid to their implementation and monitoring.
