From 2026, the principle of “Starting a Business in 15 Minutes” will be introduced, Kursiv reported.
President Shavkat Mirziyoyev announced this innovation during a meeting with entrepreneurs. Under the new system, when an entrepreneur registers, they will be able to simultaneously obtain an electronic digital signature, a bank account, a lease agreement, and a cash register registered with the tax authority.
Thus, the official registration process, which used to take six to seven days, will be reduced to 15 minutes.
Additionally, from 2026, 10 license and permit requirements will be abolished. In some sectors, only a notification procedure will be introduced. From now on, if a violation is detected, only the enterprise itself will be held responsible.
Mandatory certification for 32 types of products — seedlings, mineral fertilizers, livestock feed, and others — will be abolished. The number of mandatory certificates will be reduced from 459 to 288. Instead, a “conformity declaration” system will be introduced.
Furthermore, entrepreneurs will now be able to apply to economic and administrative courts extraterritorially. If the execution of court decisions is delayed, the “astrent” system will be activated, and the debtor will pay a penalty for each day of delay.
