A new incentive system is being introduced for prisoners in Uzbekistan. According to the law discussed and approved at the tenth plenary session of the Senate, prisoners will now have the opportunity to reduce their sentence by three days for each book they read.
According to official data, this initiative is being implemented to increase the effectiveness of educational work with prisoners, to enrich their spiritual worldview, and to prevent their detachment from family and society. Through reading books, it is intended to instill law-abiding behavior as well as moral and ethical values.
In accordance with the law, the Criminal Code is supplemented with Article 74-1, which establishes the possibility of reducing the term of punishment if the person has embarked on the path of correction. At the same time, reading books from a special list approved by the Republican Center for Spirituality and Enlightenment is required.
In addition, if the fact of a prisoner’s complete reading of a book is confirmed in the prescribed manner, the sentence may be reduced by three days for each book, but not more than thirty days per year, based on the conclusion of the Commission and a court decision.
This provision applies to persons who may be conditionally released early, with the exception of those sentenced to life imprisonment.
As emphasized by senators, this norm may be applied to more than 13,500 prisoners. Experts note that this system is not only a mechanism for reducing sentences but also an important step in the spiritual rehabilitation of prisoners and their reintegration into society.
Thus, reading books serves not only as a source of knowledge but also as a means of bringing prisoners closer to freedom.
