ChatGPT Leads U.S. Congress in AI Spending

U.S. Congress representatives and committees directed the overwhelming majority of their spending on artificial intelligence tools over the past year to an OpenAI product. According to a report published by CNBC, ChatGPT has become the most popular and financially preferred AI platform among the country’s lawmakers. TechCrunch.com reports .

According to spending records from the House of Representatives, its committees, and institutional accounts, nearly 90% of total spending on AI tools through March 31, 2025, went to OpenAI. This figure shows that demand for modern technologies is rising sharply in government institutions.

Financial Performance and Spending Volume

According to CNBC, Congress spent more than $113,740 on AI technologies in total. Of that amount, $100,580 was paid specifically for ChatGPT across 798 transactions. This financial flow clearly demonstrates how dependent legislative bodies have become on AI solutions in their daily work.

Competition also exists in this spending category, with Anthropic’s Claude service, one of OpenAI’s main competitors, taking second place. A total of $13,160 was spent on Claude across 37 transactions. Notably, these figures exclude free accounts and AI services included in broader software packages; they reflect only direct spending.

Approaches by Political Party

The report notes differences between political party representatives in their purchase of AI tools. In particular, Democratic offices spent $54,165 on AI, more than three times the $15,782 spent by Republican offices.

Nevertheless, representatives of both political forces are actively using AI capabilities in their daily work. These technologies have already become important tools for speeding up legislative processes and working with documents.

Staff members of the legislative chamber widely use ChatGPT and other similar modern tools for a range of tasks. In particular, they rely on technology for the following:

• summarizing and analyzing bills;
• preparing responses to constituent inquiries;
• preparing briefing and hearing materials;
• conducting political research and sorting data;
• drafting posts for social media.

This trend confirms that digital transformation is accelerating in government institutions and that AI is becoming an indispensable assistant for routine bureaucratic tasks.
