Uzbekistan Senate updates cultural heritage protection system

At the Senate plenary session, the law "On amendments and additions to certain legislative acts of the Republic of Uzbekistan in connection with the improvement of the state management system in the field of cultural heritage" was reviewed. It was noted that in recent years, the system for protecting and utilizing cultural heritage sites has been gradually improved, and the functions of authorized bodies have been revised. The new law aims to legally consolidate reforms in the sector, clearly define powers, and harmonize legislation. According to the document, powers for the protection and use of tangible cultural heritage sites are assigned to the Cultural Heritage Agency, while tasks related to intangible cultural heritage are entrusted to the Ministry of Culture.

The Cultural Heritage Agency is tasked with accounting for sites, maintaining the state cadastre, conducting historical-cultural expertise, and exercising state control in the sector. Additionally, the procedure for the circulation of cultural assets, including their sale through auctions, is being improved, introducing a mechanism to carry out these processes in coordination with the authorized body.

The law stipulates that archaeological research can only be conducted with a relevant permit, and the condition of cultural heritage sites must be regularly monitored and inspected every five years. Senators emphasized that this document will serve to establish unified and effective management in the sector. At the end of the discussion, the senators approved the law.
