Ukraine’s mobilization rules set for new changes

The Office of the President of Ukraine will soon announce a proposal to amend legislation regarding the conscription of men aged 18–25 for military service. This was stated by National Security Department advisor Mykola Shur.

According to Shur, the proposal involves signing voluntary contracts with citizens aged 18–25 who are not subject to mobilization. Those who sign the contract will receive financial incentives and other benefits.

Changes will be made to both legislation and presidential decrees. Amendments at various levels are expected. I think the presentation will take place in the coming days. Technical aspects are still being discussed, so some details may change. A working group, including representatives from the Ministry of Defense, the General Staff, and public organizations, is actively developing the concept,” Shur stated.

Since February 24, 2022, Ukraine has been under general mobilization. Last spring, the rules were amended, reducing the conscription age from 27 to 25.

Due to Russian attacks, the previous U.S. administration had suggested that Kyiv lower the mobilization age from 25 to 18. However, Ukraine rejected the proposal, citing the lack of weapons as the primary issue. According to Zelensky, he had asked the West “over a year ago” to equip 10 brigades of the Ukrainian Armed Forces, but as of now, only 2.5 have been fully supplied.

If European or American officials have a plan to speed up mobilization, I want our partners to do their job while we do ours,” Zelensky emphasized.
