Exams to Obtain a Patent in Russia Will Become More Difficult
In Russia, the requirements for knowledge of the Russian language for migrants wishing to work or reside permanently are becoming stricter. According to the Federal Service for Supervision in Education — Rosobrnadzor, starting from July 10, 2025, foreigners wishing to obtain a patent or a residence permit will have to pass the Russian language exam in a new, more complex format.

Now the number of tasks in the listening section will increase from two to four. In addition, minimum passing scores will be set for each section. This is done to fairly assess not only language proficiency but also speaking and comprehension skills.

These changes will apply not only to those seeking temporary or permanent residence permits but also to all labor migrants planning to work in Russia under a patent.

Moreover, starting from June 23, 2025, the exam question bank will be doubled. Rosobrnadzor stated that this update aims to more accurately assess Russian language proficiency and to encourage deeper learning of the language among foreigners.

Additionally, from January 1, 2026, all exams on Russian as a foreign language, Russian history, and the basics of legislation will be conducted exclusively using computer technologies and in remote format. This was previously announced by the Deputy Minister of Science and Higher Education of Russia, Konstantin Mogilevsky.

The new system requires serious preparation and responsibility from those planning to live in Russia. Migrants will now have to pay more attention to thoroughly learning the language and adapting to the new requirements. After all, these exams will serve not only to assess knowledge but also as a key to successful integration into Russian society.
