Now the driver, not the car owner, pays the fine for violating traffic rules

In Uzbekistan, a procedure has been introduced under which responsibility for violating traffic rules is now transferred from the car owner to the driver. This change was established by a Government resolution of March 30.

According to the new regulation, starting from April 1, 2026, if a vehicle is transferred to another person for management on a civil law basis, the fine for the violation will be issued to the person driving the vehicle.

For this, the relationship between the vehicle owner and the driver will be officially registered, and responsibility will also be clearly defined. The owner sends an application through the State Services portal or a special mobile application, indicating the period of granting the right to drive and personal data.

The driver, in turn, confirms the electronic questionnaire and electronically confirms his consent to assume responsibility in the event of a violation. This process is carried out using an electronic digital signature, Mobile-ID or Face-ID.

There is also a fee for using this service, which is set at 10 percent of the base calculation amount.

In addition, the decision grants a vehicle registration certificate for a period of 5 years.
