Online insults and swearing are punishable

On February 3, at a regular meeting of the Legislative Chamber of the Oliy Majlis, a draft law was adopted in the first reading, providing for the establishment of administrative responsibility for swearing, insulting, harassment, and other hooligan acts on the Internet.
According to the draft law, the use of obscene language in telecommunications and the Internet, writing offensive messages, and actions that disturb public peace will now be grounds for administrative liability. These norms are aimed at strengthening peace in society, especially preventing situations that negatively affect young people.
Individuals who distribute, advertise, or publicly display materials promoting joining hostilities in another country will also be held liable.
Another important aspect of the draft law is the establishment of liability for a person who promotes a personal offense through the Internet or the media. This was introduced to prevent the popularization of offenses and their imitation.
Deputy Alisher Kadyrov, who supported the draft law, noted that Amendment 1 is being introduced to Article 183 of the Code of Administrative Responsibility. According to it, for offensive or disturbing public order actions on social networks, a fine of up to 5 million soums or administrative arrest for up to 10 days is applied.
