In Surkhandarya and Namangan, schemes about "accelerating" the land issue have once again been revealed. According to the State Security Service, in one case, the deputy khokim of the district, and in another case, the khokim's assistant, are suspected of illegal actions.
It was reported that the deputy khokim of the Jarkurgan district of Surkhandarya region, using his official position, planned to lease 9 hectares of land in the reserve of the khokimiyat. A citizen living in the Sherabad district was demanded 90 million soums in exchange for leasing the land for 4 months for growing melons.
According to the agreement, he received 30 million soums of the money in January of this year, and the remaining 60 million soums were discovered while receiving it at a public catering establishment in Termez. It was noted that the operation was carried out in cooperation with the employees of the Department under the Prosecutor General's Office. A criminal case has been initiated against the official under Article 210, Part 1 of the Criminal Code, a preventive measure of detention has been applied, and the investigation is ongoing.
The second case was observed in the Chust district of the Namangan region. In 2022, an assistant khokim working in one of the mahallas promised to register 20 sotix of the 43 sotix land allocated for entrepreneurship in the territory of the "Sadacha" small industrial zone in the name of another citizen "through acquaintances" and demanded $23,000. It was reported that he was detained while receiving $10,000 in advance.
A criminal case has been initiated against him under Article 25, Part 4, Clause "a" of Article 168 of the Criminal Code, and an investigation is underway.
In short: land is a huge resource, but the "one cell phone, one envelope" method will eventually end up on camera. Now the most important thing is that the decisions at the end of the investigation are transparent and fair, and such "agreements" are systematically blocked.
