The Ministry of Health (MOH) has presented a draft of a new document defining the procedure for providing preferential mortgage loans to medical and pharmaceutical workers with at least 15 years of work experience in state medical institutions. This initiative will be useful in providing housing for civil servants and is aimed at improving their social conditions.
As a reminder, according to Resolution No. PP-336 of November 9, 2025, for employees with at least 15 years of work experience in state medical institutions, 25% of the down payment for the purchase of housing is covered by the State Targeted Fund for the Development of Medicine. The new project will regulate this process more systematically and precisely.
According to the project, mortgage loan subsidies will be allocated in equal amounts annually on a quarterly basis. The application process can be carried out online through public service centers or the Single Portal of Interactive Public Services (SPIPS). Acceptance of only one application per quarter is ensured for one PINFL.
When selecting applications, a single criterion is applied: the applicant must confirm that they work in a state medical institution and have at least 15 years of experience. Those who previously enjoyed this benefit will not be able to participate again. Applications will be automatically closed at 14:00 on the last working day of the quarter.
Subsidy holders will be determined through a random selection. The competition will be held online on the last working day of each quarter at 4:00 PM, and 125 winners will be randomly selected through the website random.org with the participation of a working commission established by the Ministry of Health. Every quarter, for six months, the winners will be provided with documents for the provision of housing on a mortgage basis through the software system.
This program is considered a historic opportunity to provide housing for medical and pharmaceutical workers and significantly increases their social value.
