In Uzbekistan, spin-off enterprises will be created on the basis of higher education and scientific institutions to produce new developments and commercialize the results of science. This decision is stipulated in the presidential decree "On the introduction of a system for organizing production based on new developments in the country and additional measures to support science."
According to the document, starting from May 1, 2026, a number of favorable conditions and incentives will be introduced for new enterprises. In particular, additional agreements required to reduce the bureaucracy of their state registration and change the state's share in the authorized capital will be canceled.
It is also stipulated that the founders of spin-off enterprises must form a working team consisting of professors, researchers, students and researchers. This will increase the contribution of specialists engaged in scientific research to economic activity.
According to the decree, various restrictions on the formalization of agreements and contracts on investment in such enterprises by investors have also been abolished. It has been decided to equate venture financing with financing for enterprises established at the expense of the Fund for Support of Innovative Activities.
These decisions, in turn, will give a significant impetus to the development of new technologies, strengthening the integration of education and science into the economy, and at the same time creating new jobs.
