
Russian President Vladimir Putin, in a meeting with government members, called the railway explosions in the Bryansk and Kursk regions "acts of terrorism." This was reported by the Interfax news agency.
"The recent explosions on the railways in Bryansk and Kursk regions are undoubtedly acts of terrorism, and the decision to commit such crimes was undoubtedly taken at the political level by the leadership in Kyiv," Putin emphasized.
At the same time, the Russian leader noted that civilians always suffer during armed conflicts, which he deeply regrets.
"In all armed conflicts, unfortunately, civilians suffer. We sincerely regret such situations," said Putin.
He stressed that the incident in Bryansk was a deliberate attack aimed specifically at civilians, and according to international standards, such actions are classified as terrorism.
According to the Russian president, the primary goal of the railway explosions in Bryansk and Kursk regions was to disrupt the ongoing peace negotiations between Russia and Ukraine in Istanbul.
"On the eve of the next stage of peace negotiations proposed by us in Istanbul, crimes like those committed against civilians, including women and children, were certainly aimed at disrupting the negotiation process. Such actions only confirm our concerns that the illegal regime currently in power in Kyiv is increasingly turning into a terrorist organization, and its Western sponsors are becoming accomplices to terrorists," Putin stated.
According to the Russian president, the level and composition of the Russian delegation at the Istanbul negotiations is determined by Moscow in accordance with international legal standards, and the authorities in Kyiv have neither the right nor authority to assess this issue.
"According to international practice, only the country itself can determine the level and composition of its delegation at negotiations. This level can only be assessed externally by persons with high authority and competence. But what competence can be held today by representatives of a regime whose soldiers are suffering major defeats and huge losses on the battlefield in Kursk region? It is obvious that we are dealing with people who not only have no significant authority but also lack elementary political culture," Putin emphasized.
The Russian leader also pointed out that Kyiv’s refusal to agree to a short-term ceasefire for humanitarian reasons confirms that the Ukrainian regime does not need peace.
"As for refusing to agree to a ceasefire for humanitarian reasons for 2-3 days, this is not the first time. This does not surprise us, but it clearly demonstrates that the current Kyiv regime does not need peace at all. For the regime, peace means losing power. And apparently, for this regime, power is more important than peace and the lives of people it does not consider its own," said the Russian leader.
In his speech, Putin expressed doubt about the possibility of holding peace negotiations and high-level summits in light of recent terrorist acts committed against the Russian civilian population by the Ukrainian authorities.
"And at the same time, they are asking to suspend military actions for 30 or even 60 days, requesting high-level meetings. But under such conditions, how can meetings be held? What are we supposed to discuss? Who will negotiate with those who resort to terror, those who use terrorist methods? And why should we encourage them? So that the West can supply the regime with even more weapons, continue forced mobilization, and prepare new terrorist actions similar to those in Bryansk and Kursk regions?"
