Starlink and Louisiana: Satellite internet for areas without fiber optics

An important agreement has been signed between Elon Musk's SpaceX and the Louisiana state government. Implemented under the federal Broadband Equity, Access and Deployment (BEAD) program, this project aims to bridge the digital divide in remote areas. Locations where installing fiber optic lines is economically and technically unfeasible will now be provided with high-speed internet via the Starlink satellite system. According to ixbt.com, SpaceX has committed to connecting 10,635 locations across more than 50 parishes in the state by the end of summer 2026. This project has become an integral part of Louisiana's strategy to expand broadband coverage. While the government planned to cover 98–99% of the region with traditional fiber optics, the remaining areas remained problematic due to difficult terrain and high costs.
A more effective solution than traditional technologies
Louisiana Governor Jeff Landry praised the reliability of Starlink technology. He noted that the system has proven its effectiveness in the aftermath of natural disasters. In situations where communication infrastructure failed, satellite internet served as the sole means of communication for rescuers and residents, which was one of the key factors that prompted officials to partner with SpaceX.SpaceX representatives stated that the Starlink service guarantees users low latency and speeds exceeding state requirements. Specifically, download speeds will be at least 100 Mbps, and upload speeds will be 20 Mbps. These metrics are sufficient for full access to remote education, telemedicine, and modern digital services.
This project is part of the US federal government's large-scale reforms to bring internet to remote areas. Previously, reliance was placed solely on cable connections, but now satellite technologies are being included as official, government-supported solutions. This opens up new markets for private companies like SpaceX.
This experience could also be of great importance in the context of Uzbekistan. Providing fiber optic connectivity in the country's mountainous and sparsely populated areas requires significant investment. As seen in the Louisiana example, cooperation between the state and private satellite operators can serve as the most optimal path for developing the digital economy.
