Officially adopted on July 23, 2026, Law No. O‘RQ–1159 has elevated the field of social protection in our country from merely paying benefits to a level of professional activity that enhances human potential and opportunities.

The most important rule in the law:

Social work will now be organized based on a unified system across medical, educational, social protection, employment, judicial, law enforcement, and correctional institutions. The National Agency for Social Protection has been designated as the primary executive and authorized body in this field.

From the mahalla to the internet: A 3-tier new assistance system

From now on, social services and assistance will be divided into 3 main levels based on the citizen's needs. This serves to prevent bureaucratic hurdles and excessive paperwork.

The Social Inspection under the National Agency for Social Protection will carry out strict oversight in the following areas:

  • Compliance with legislative requirements in social protection of the population;

  • Quality of social services and their timely provision;

  • Transparency and fairness criteria in the allocation of social assistance.
