
Deputy Minister of Foreign Affairs of Ukraine, Serhiy Kyslytsya, emphasized that Russian President Vladimir Putin agrees to direct negotiations with Volodymyr Zelensky only on one condition — Ukraine must surrender. The diplomat stated this in his latest interview.
According to his explanation, the Russian side's approach is absolutely ultimatum-like and leaves no room for balanced negotiations. “We, Ukraine, are proposing a summit to create a constructive atmosphere and stop the conflict. But Moscow openly says: first you surrender, then the leaders will meet,” said Kyslytsya.
According to the diplomat, Ukraine will continue to insist on negotiations between Zelensky and Putin under any circumstances. The main reason is that in Russia, all key decisions are made solely by one person — Putin himself. Therefore, according to Kyslytsya, any delegations or negotiation groups remain just a facade and do not yield results.
“We’ve seen this before,” he said. — “Let’s recall the Minsk process: meetings, negotiations, protocols... But in the end, there was no serious progress. Starting over makes no sense if the aim is still to force surrender.”
According to Kyslytsya, Russian diplomats are currently suggesting, “let specialists meet, exchange phone numbers, keep communication going.” But Ukraine knows this tactic well — it is actually just a time-wasting maneuver and an attempt to appear sincere in the eyes of the global community.
Experts believe that through this, Moscow aims to maintain geopolitical pressure and push Kyiv into political crisis. However, the Ukrainian leadership completely rejects the possibility of surrender.
