Major changes are taking place in Ukraine’s security sector — President Volodymyr Zelensky has signed a new law that expands the powers and increases the number of employees in the country’s Security Service (SBU). The head of state announced this in a video address posted on his Telegram channel.
Zelensky emphasized that the new law gives the SBU more opportunities to strengthen the service, carry out combat missions, and ensure the country’s defense. In particular, the number of staff in the Special Operations Center (CSO), known as the “Alpha” unit, will be significantly increased. According to the president, this unit consists of the most effective fighters, and the new law aims to fully utilize their skills and potential.
According to the bill published on the official website of the Verkhovna Rada, during martial law, at least 10,000 people must work in the CSO. In general, the SBU will employ 37,000 people in peacetime and up to 41,000 in a special period. During martial law, these numbers will be updated according to the country’s mobilization plan.
The comparative table attached to the law shows that the overall staff will be increased by 10,000 people. Previously, the SBU employed 27,000 people in peacetime and 31,000 in a special period. The exact number of “Alpha” employees was not specified in the previous law, but according to Roman Kostenko, secretary of the National Security, Defense and Intelligence Committee of the Rada and an SBU colonel, several thousand currently serve in this unit, and under the new law, their number may double or even triple.
This new regulation is expected to significantly enhance Ukraine’s security potential and strengthen the country’s ability to respond to internal and external threats. Specialists and experts are closely monitoring how these reforms will change the SBU and what practical results the new law will produce.
