Tokayev: talk of “preparing for the speakership” is fantasy

Kazakhstan is undergoing parliamentary reform, and against this backdrop some experts suggest that “these changes are strengthening the powers of the parliamentary speaker and then paving the way for Kassym-Jomart Tokayev to move into that post.”

However, the president of Kazakhstan put an end to these claims. In an interview with the Turkistan newspaper dated January 5, 2026, Tokayev rejected the allegations and said such assumptions run counter to his political principles. He stressed that Kazakhstan will remain a state based on a presidential system of governance.

According to Tokayev, even before coming to Akorda he had promoted the concept of “A strong president — an influential parliament — an accountable government.” He also stated that changing the state system for personal gain is irresponsible.

The president also noted that reforms decisive for the country should be adopted only through a nationwide referendum, and that there is no basis for looking for a “hidden plan” behind the parliamentary changes.

Notably, official sources say 2026 will mark a new stage of modernization for Kazakhstan: 2026 has been declared the “Year of Digitalization and Artificial Intelligence,” and the importance of constitutional reforms has also been emphasized.
