Hajj–2026: entry rules to Mecca have been tightened

Saudi Arabia has significantly tightened entry rules to the city of Mecca ahead of the 2026 Hajj season. This was reported by the Saudi Press Agency.
It is stated that the Hajj season, starting at the end of May, is expected to bring around two million pilgrims. In this regard, the Saudi Ministry of Interior has introduced a series of new restrictions to ensure security and orderly conduct of the pilgrimage.
Entry permit to Mecca is mandatory
Starting from April 13, 2026, all individuals wishing to enter Mecca must obtain an official permit from the relevant authorities. Entry without permission will not be allowed.
Exceptions include residents of Mecca, pilgrims holding a Hajj permit, and individuals with electronic work permits for sacred sites. Such permits are issued via the Absher Individuals platform and the Muqeem portal.
Umrah and visa restrictions
For those arriving on an Umrah visa, the final deadline to leave Saudi Arabia is set for April 18.
In addition, issuance of Umrah permits via the Nusuk platform will be temporarily suspended from April 18 to May 31. This applies to Saudi citizens, Gulf Cooperation Council nationals, residents, and other visa holders.
From April 18, entry to or stay in Mecca will be prohibited for all visa holders except those with a Hajj visa.
Strict control and penalties
The ministry stressed that strict legal penalties will be applied to those violating the rules.
Public warning
The Muslim Board of Uzbekistan also warned about increasing fraudulent advertisements related to Hajj. Traveling through unofficial channels is illegal and prevents proper performance of rituals in Mina, Arafat, and Muzdalifah, and may lead to deportation and heavy fines.
