New Penalty Point System Introduced for Speeding Drivers

A new procedure aimed at strengthening road safety is being gradually implemented in Uzbekistan. Now, speeding violations will be assessed not only through fines but also via a special point system, as stipulated in Cabinet of Ministers Resolution No. 296.
Under the new system, special penalty points will be recorded in a driver's personal profile for every speeding violation. The goal is to identify habitual offenders and reduce dangerous situations on the roads.
According to the resolution, the number of points varies depending on the degree of speeding.
If a driver exceeds the speed limit by up to 20 km/h, 0.5 points are added. Exceeding the limit by 20 to 40 km/h results in 1 point.
Additionally, a driver who exceeds the speed limit by 40–60 km/h receives 1.5 points. The most serious case—exceeding the limit by more than 60 km/h—is assessed at 2 points.
Notably, these points are cumulative. If a driver's total score exceeds 12, stricter measures will be applied.
Under the new regulations, if a score of more than 12 points is recorded, the driver may be deprived of the right to operate a vehicle for 6 months. The issue of regaining driving privileges will be resolved based on a court decision.
Experts believe this system will encourage driver discipline, as some previously paid fines and continued to repeat violations. Now, every action affects the personal rating.
Road safety officials emphasize that this mechanism will serve to reduce the number of accidents and increase driver responsibility.
It is noted that such a control system is particularly important in preventing severe traffic accidents caused by high speeds.
