
In recent days, a video showing shocking and anger-inducing treatment of children has widely spread on social media. In this video, Dilorum Jabborova, who introduced herself as a defectologist-psychologist, is seen applying various psychological and physical pressure on stuttering children. In particular, she makes the children howl like dogs and uses methods that completely contradict the principles of education and upbringing, reported the Children's Ombudsman Surayyo Rahmonova.
These scenes became the cause of sharp criticism from the general public. Social activists, child rights defenders, and various responsible authorities expressed a strong reaction to the incident. The situation shown in the video is not only immoral, but also constitutes a serious legal violation.
According to the ombudsman, Dilorum Jabborova’s working methods had previously been evaluated both scientifically and professionally. It was determined that her methods have absolutely nothing to do with the field of defectology and are based on superficial and primitive approaches. The methods she used, which include elements of violence, negatively impact children's psychology. She had already been officially warned.
Specifically, in February 2024, a criminal case was opened against her under Article 168, Part 1 of the Criminal Code — fraud. Within this case, she was officially warned to cease all activities related to treating children's stuttering.
However, despite the official decisions, it was recorded that Dilorum Jabborova resumed her previous practice. The Children’s Ombudsman stated that she continued her activities using non-scientific methods unrelated to defectology that go against the interests of the child.
Regarding this case, on June 2, 2025, the Children's Ombudsman sent a request to the General Prosecutor's Office. Based on this request, on June 25, the Tashkent city Yunusabad district prosecutor’s office canceled the previous decision to close the case and transferred the case materials to the Investigation Department under the Yunusabad District Department of Internal Affairs for further inquiry.
As a result, on July 4, 2025, the Investigation Department of the Yunusabad district opened a new criminal case. It has been stated that preliminary investigative procedures are currently underway. Specific charges and the number of affected children have not yet been disclosed.
Experts believe this incident once again demonstrated the lack of supervision in the education sector, unlicensed individuals engaging in practice, and irresponsibility in working with children. Educational centers, which should be a source of joy for children, sometimes become a source of psychological suffering.
The Children’s Ombudsman and law enforcement emphasized that the case is being investigated openly and transparently. Jabborova’s actions are unacceptable — neither scientifically, ethically, nor legally.
To reduce such cases of “turning a blind eye” in society, every parent should carefully evaluate who they entrust their child to. The abuse of children and application of violence toward them can never be justified.
