Electronic Prescriptions to Be Introduced Gradually to Avoid Disruption

Electronic Prescription”: No chaos, system to be implemented gradually!

In response to reports on social media claiming that the implementation of the "Electronic Prescription" system has caused chaos in medical institutions and that doctors are struggling to write prescriptions, the Ministry of Health (MoH) issued an official statement.

Main Objective: Safety and Digitalization

According to the Ministry, the main objectives of implementing the "Electronic Prescription" system include the following:

  • Enhancing Safety: Strengthening treatment safety and protecting patients' health.
  • Responsibility: Increasing doctors' responsibility in prescribing medications.
  • Regulation: Organizing the process of recommending medications.
  • Digitalization: Transitioning to digital record-keeping in healthcare.
  • Risk Reduction: Reducing risks associated with counterfeit or improperly used medicines.

Implementation Locations and Development Phases

The "Electronic Prescription" system is currently being piloted in Tashkent City and 15 designated experimental districts as determined by regulatory documents.

The nationwide expansion of the system is planned to proceed in stages until the end of 2026. The expansion will be driven by analyzing initial results and addressing identified organizational and technical issues.

Special Oversight and Working Group

The Ministry of Health stated that it fully understands citizens' concerns and emphasized that during emergencies, as well as for children, the elderly, and patients with chronic illnesses, no one will be left without necessary medications. These categories of patients will be under special supervision.

An ongoing working group, led by the Ministry's head, has been established to oversee the system’s implementation. This group will regularly monitor the system's functioning in practice, review feedback from citizens and healthcare workers, and make necessary adjustments promptly.

List of Over-the-Counter Drugs

To ensure access to essential medical care for daily needs and emergency household situations, a basic list of vital medications that can be dispensed without a doctor’s prescription has been compiled. This list is developed based on international practices and recommendations from medical professionals and is published on the official information resources of the Ministry of Health.

For quick feedback, a Telegram bot, @ssv_pilotbot, has been established to handle complaints related to pharmacies operating in Tashkent and the 15 experimental districts.

For Reference: According to a relevant resolution of the Cabinet of Ministers, pharmacies in Tashkent City and 15 experimental districts transitioned to the "Electronic Prescription" system starting December 10, 2025. As per the law, penalties are in place for dispensing prescription-required medications without a valid prescription.
