Blogger Income Under Strict Oversight in Uzbekistan

The taxation of blogger activities was discussed in detail during an open dialogue organized by the Tax Committee. Officials noted that analysis and research are currently underway to fully regulate this sector.

It was reported that a list of the 110 most active bloggers in the country has been compiled to conduct a deep analysis of the field. Studies revealed that they operate under various legal statuses.

Specifically, 55 bloggers are registered as self-employed, while 33 operate as individual entrepreneurs. The remaining 22 bloggers were found to be working as ordinary individuals.

Representatives of the Tax Committee noted that this situation indicates a discrepancy between the real economic scale of blogging and its official legal status.

Particular attention was paid to top bloggers with large audiences. Specifically, the activities of 6 popular bloggers with over 3 million subscribers were analyzed.

According to the data, these bloggers posted 360 stories and 184 promotional posts on social media during 2025.

Based on electronic invoices, the total income of these bloggers amounted to 2.7 billion soums. It was stated that 110.4 million soums in taxes were paid to the budget from this amount.

During the meeting, the procedure for taxing income from advertising was explained in detail. Officials emphasized that the self-employed status does not grant the right to hire employees. However, it is observed that some bloggers are hiring administrators, editors, and other specialists.

Tax Committee officials stressed that aligning the blogging sector with legislative requirements, ensuring income transparency, and regulating the tax system in the digital economy are key priorities.

Observers believe it is highly likely that more precise legal mechanisms and new tax regulations for blogging activities will be introduced in the coming years.
