
The social insurance system in Uzbekistan will fundamentally change from January 1, 2026. According to the new decree signed by the President, "Measures to Improve the System of Appointment and Payment of State Social Insurance Payments" have been defined.
According to the new procedure, benefits for pregnancy, childbirth, and disability will now be assigned automatically - that is, without submitting an application.
The new system of state social insurance operates in two forms:
- compulsory insurance - at the expense of income tax allocated from the state budget;
- voluntary insurance - by paying citizens a monthly contribution equal to 5 percent of the minimum wage.
Payments are made through the State Social Insurance Fund of the National Agency for Social Protection.
According to the new system:
- maternity benefits from January 1, 2026,
- From July 1, 2026, temporary disability benefits will be assigned automatically.
In addition, from January 1, 2030, severance pay will also be paid through the fund.
These changes are aimed at strengthening the social protection of citizens, reducing bureaucratic barriers, and making payments faster.
