
On December 12, 2025, President of Uzbekistan Shavkat Mirziyoyev delivered a speech at the "Peace and Trust" international forum, emphasizing the importance of strengthening mutual trust and solidarity in the region as well as resolving conflicts through dialogue and negotiations.
During the forum, President Mirziyoyev expressed his gratitude to President of Turkmenistan Serdar Berdimuhamedov and National Leader of the Turkmen People, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov, for their warm reception and for organizing the event at a high level. He also congratulated the fraternal people of Turkmenistan on the 30th anniversary of their proclamation of permanent neutrality.
The head of state evaluated the forum as a significant political platform for promoting ideas of peace, enhancing mutual trust and respect among nations, and seeking solutions to pressing international issues through negotiations.
In his speech, it was noted that Turkmenistan's policy of permanent neutrality demonstrates how active peace-oriented diplomacy can align with the principles of respecting sovereignty and non-interference in internal affairs. The President pointed to the functioning of the UN Regional Center for Preventive Diplomacy for Central Asia in Ashgabat as clear evidence of this approach.
Shavkat Mirziyoyev highlighted that openness to the world, mutual respect, and striving for dialogue are fundamental values for "New Uzbekistan." He reminded attendees of the Samarkand initiative for solidarity, aimed at involving all parties committed to peace, harmony, and sustainable development in dialogue as a primary objective.
The Uzbek President also stated that during Uzbekistan's upcoming chairmanship of the Non-Aligned Movement, the priority would be to support a culture of peace and non-violence, strengthen trust among nations, and foster an environment of tolerance, solidarity, and unity globally.
Furthermore, he revealed an intention to propose declaring 2027 as the "Year of Preventive Diplomacy," during which a program of activities would be adopted, including conferences, forums, and exchanges between parliamentary, public, and youth delegations.
The President noted that Turkmenistan's initiative to declare 2025 as the "International Year of Peace and Trust" aligns with the urgent needs of the international community. He emphasized that Uzbekistan supports this initiative and co-authored the relevant United Nations General Assembly resolution.
The principles of mutual trust, respect, and unity in Central Asia, which form the foundation of the policy of transforming the region into a space of peace, cooperation, and good neighborliness, were highlighted. The President stressed that the seventh Consultative Meeting of Central Asian Heads of State, held in Tashkent last month, had once again demonstrated a mutual commitment to strengthening solidarity and ensuring peace and stability in the region.
Initiatives to enhance humanitarian cooperation were also proposed within the forum. Specifically, plans were announced to host the "Dialogue of Cultures" joint international humanitarian forum in Tashkent next year, involving creative teams, scholars, and writers. Additionally, a regional program titled "Youth for Peace and Trust" aimed at engaging young people in peace and trust processes was suggested.
In conclusion, Shavkat Mirziyoyev reiterated that peace and trust are the foundation of common prosperity and affirmed Uzbekistan's readiness to continue contributing practically to the establishment of a just and sustainable global order. The President wished the forum participants fruitful work and conveyed his best wishes for peace and prosperity to the people of Turkmenistan.
