New Customs Measures: Convenient Procedures Introduced for Entrepreneurs

A presidential decree in Uzbekistan has introduced new measures aimed at improving customs administration and further simplifying foreign trade processes. This decision is designed to ease business operations, reduce costs for entrepreneurs, and accelerate foreign trade transactions.

According to the decree, starting from 2026, the procedures for customs payments in advance and periodic declarations will be significantly simplified. Specifically, beginning March 1, 2026, several privileges will come into effect for placing goods under the "release for free circulation" customs regime through preliminary declaration before the goods arrive at border checkpoints.

Customs clearance fees will now be reduced by 20 percent. Additionally, an option to defer customs payments in installments will be available, with no interest charged for up to 14 days. This is expected to provide vital support for entrepreneurs in maintaining their working capital.

Moreover, beginning May 1, 2026, a new opportunity will be introduced for processing goods through periodic declarations. Customs payments for goods entering the territory of the republic can now be made separately for each batch. This will significantly streamline logistics and accounting processes.

Furthermore, the decree also includes provisions to expand the practice of automated clearance for certain categories of customs declarations through the customs authorities' information system when no risks are identified. This measure aims to reduce human involvement and shorten clearance times.

Additional benefits have also been established for business entities. For instance, payment refund and offset procedures will be simplified for authorized economic operators holding high and medium positions in stability rankings. Additionally, certain licensing requirements for operations such as packaging, repackaging, sorting, and cleaning will be eliminated.

Overall, this decree is aimed at creating a more open, efficient, and convenient customs system for foreign trade participants, with expectations of boosting entrepreneurs' activities and fostering growth.
