
A revolutionary step has been taken in Uzbekistan to ensure children's rights and protect them from abuse. A presidential decree has approved the national strategy for 2026–2030. Completely new social support mechanisms will now be launched for children who have been victims of violence or are at risk.
Professional Foster Families and Financial Assistance
From February 1, 2026, a professional foster family service will be established for children in difficult circumstances.
- Training: Candidates who wish to become such families will receive training through special rehabilitation programs.
- Payments: For each child placed in a professional foster family, the state will provide a monthly allowance equal to twice the minimum wage.
- Legal Basis: Children will be placed in families based on contracts between the "Inson" Social Service Centers and the families.
State-Provided Lawyers and Enhanced Accountability
The new strategy places special emphasis on legal protection in combating violence:
- Free Legal Assistance: From September 2026, children who are victims of or witnesses to incidents will receive free legal aid from state-appointed lawyers during all investigative and judicial processes.
- Penalties for Failure to Report: School, hospital, and social sector employees who fail to report detected cases of violence against children will face administrative liability.
Systemic Reforms: New Centers and "Caring Family" Initiative
Outdated facilities for boys and girls will be replaced with modern Children's Support and Social Integration Centers.
Additionally, starting March 1, 2026, the "Caring Family" service will commence operations. This service will offer free "family therapy" sessions to restore relationships between parents and children.
Regional Coverage
In the initial phase, small-scale social support centers will be established in the Kashkadarya, Navoi, and Khorezm regions. By the end of 2026, the system will be fully implemented nationwide.
These reforms will serve as a strong legal foundation for every child in Uzbekistan to grow up in a safe and loving environment.
