Excessive bureaucratic barriers to obtaining academic degrees completely abolished

A revolutionary step has been taken in our country to develop the field of science and education and to fully support young scientists and researchers who are the owners of our future. Now, our intellectuals who are eager to engage in scientific work and make new discoveries will be completely free from excessive paperwork and outdated bureaucratic chains.

The new historic decree signed by our head of state, Shavkat Mirziyoyev, on "Improving the system of training and attestation of new generation scientific personnel" is ushering in a truly new era in the field. We will explain in detail the unprecedented conveniences and fundamental changes created for our compatriots who wish to obtain scientific titles and degrees.

Relief for scientists: What is becoming history?

In accordance with the Presidential decree, the system of awarding and defending scientific degrees is being fundamentally simplified, and from January 1, 2027, a number of old and complex procedures are being completely abolished.

Get acquainted with the requirements being abolished that will save the time and money of our future academics and scientists, encouraging them to engage only in real science:

  • Examination requirements: The procedure for taking a qualifying exam in a foreign language is being terminated (with the exception of independent researchers).

  • HAC list and announcements: The requirement to register dissertation topics with the Higher Attestation Commission (HAC) and to publish mandatory announcements about the defense in the media has been removed.

  • Abstracts and monographs: The obligation to publish a dissertation abstract and, in the field of social sciences and humanities, a monograph for the Doctor of Science (DSc) degree has been abolished.

  • Excessive discussions and conclusions: The hassle of re-discussing scientific work at a leading organization and obtaining mandatory conclusions on the practical application of dissertation results has been put to an end.

One of the most important aspects of the new reform is that the chain of repeated checks of defended scientific works by the HAC is coming to an end.

HAC Expert Council

The system of conducting scientific expertise of a dissertation by the HAC expert council is being abolished.

Scientific Council decision

The requirement for the official approval of the final decision of the scientific council that conducted the defense by the HAC is being removed.

Documents of foreign scientists

The procedure for nostrification (recognition of diplomas) of scientific degrees obtained abroad by foreign specialists will be stopped.

Documents of foreign scientists regarding their scientific degrees will be recognized without any obstacles during their educational and research activities in Uzbekistan, directly recognized. This will further accelerate the attraction of experienced world-class personnel to our country.

What will the transition period be like?

Naturally, our researchers who are currently on the verge of defense may ask, "What will happen to our fate?" There is no cause for concern.

According to the decree, all researchers who have had their dissertation defense officially announced by the Higher Attestation Commission and have conducted the defense process before January 1, 2027, will be awarded scientific degrees based on the old, familiar procedure in effect before this new Decree enters into force.
