
The Russian government has presented a list of energy facilities that are prohibited from being attacked in an agreement reached with Ukraine through the mediation of the United States. The document was published on the Kremlin website on Tuesday, March 25.

The document states that the list was agreed between the Russian and American sides. However, this has not been confirmed by the United States or Ukraine.
The list includes nuclear power plants, hydroelectric power plants, oil refineries, oil and gas pipelines, storage and pumping stations, power plants, substations, transformers and distributors, and electricity generation and transmission infrastructure.
The Kremlin said the moratorium on their shelling would be in effect for 30 days from March 18 and could be extended. “In the event of a violation of the moratorium by one of the parties, the other party has the right to consider itself exempt from its obligations to comply with it,” Russian officials warned.
Zelensky: Russia is violating the terms of the agreement
On March 25, Volodymyr Zelensky accused the Kremlin of violating the terms of the agreements on a ceasefire in the Black Sea and a ban on shelling energy infrastructure. “The Russians have already started manipulating. They are trying to violate the agreements, deceive both our mediators and the whole world,” the Ukrainian president said.
The White House said in a statement on March 25 following talks in Riyadh that Washington had agreed with Moscow and Kiev to “develop measures to implement the agreement to prohibit attacks on energy facilities in Russia and Ukraine.”
Officials from the two warring countries have made similar statements. However, only Moscow has called the agreement effective from March 18 and has indicated the possibility of extending or terminating the agreement.
