
According to Reuters, Kremlin’s peace terms regarding Ukraine were conveyed to former U.S. President Donald Trump by U.S. special envoy Steve Witkoff.

Witkoff met in Washington with Kirill Dmitriev, special envoy to the Russian president. Following the meeting, Witkoff told Trump that Russia wants official control over Donetsk, Luhansk, Zaporizhzhia, and Kherson regions.
He reportedly claimed this condition would help accelerate a peace agreement.
Dissent within the U.S.
But Trump's other Ukraine envoy, General Keith Kellogg, did not support Witkoff’s stance.
Kellogg stated that Ukraine might agree to some terms, but would never unilaterally cede these territories to Russia.
Tensions rise around Trump
Reuters notes that the Kremlin's demands have sparked internal disagreements in Trump's circle. Some Republicans say Witkoff has taken an overly pro-Russian position.
Kirill Dmitriev’s April trip to Washington was the first high-level visit by a Russian official to the U.S. since the war began.

Reports say Steve Witkoff visited Russia three times in the past two months. On April 11, he met personally with Vladimir Putin in St. Petersburg.
