Russia may ban incoming calls from foreign SIM cards
Russia's Ministry of Digital Development has drafted a bill aimed at combating phone fraud. According to the document, Russians may be prohibited from receiving incoming calls from foreign SIM cards, reports Rozetked.me.

If a subscriber wishes to receive such calls, they will need to notify their telecom operator in advance. Operators will be required to label all incoming international calls with a special marker.

Additionally, operators must block numbers suspected of fraud and include them in a special registry. If an operator fails to block such a number and the subscriber suffers damages, the operator will be obligated to compensate for the loss.

The bill is currently under discussion and may come into effect on March 1, 2026.
