Important legal processes that have been ongoing in France for several months have reached another turning point. According to Bloomberg, the travel restrictions imposed on Telegram founder Pavel Durov have been completely lifted starting November 10th. This decision completely abolished both the ban on leaving French territory and the requirement for regular registration with the police.
This means that now Durov can freely leave the country without prior notification of the judicial authorities. The AFP source noted that the restrictions were lifted not by negligence, but due to Durov's responsible attitude, as he strictly adhered to the requirements of the previous judicial review.
As is known, these restrictions were related to the investigation launched by French investigative bodies regarding the Telegram platform. Investigators suspected the platform of creating conditions for the distribution of illegal content, allowing some criminal groups to coordinate their activities, and not fully complying with the rules of moderation. At the moment, this investigation is not officially completed and the proceedings are ongoing.
Judicial oversight of Durov was tightened in early 2025: he was prohibited from leaving France and was also required to register with the police. In the summer, these measures were somewhat relaxed - limited permission for short trips was granted, but the right to full freedom of movement was not restored.
Now the situation has fundamentally changed: all restrictions have been justifiably lifted. At the same time, neither Durov himself nor French officials have yet made a public statement on this situation.
According to analysts, this decision may be related to the new dynamics in the investigation process, additional evidence, or clarifications regarding the charges. However, official explanations are awaited for a definitive conclusion.
This event has once again drawn attention to global debates in Europe around digital security, platform responsibility, and internet freedom.
