
The US plan to end the conflict between Russia and Ukraine was fundamentally altered at negotiations in Geneva. According to sources of the Financial Times, informed about the discussion process, the document was reduced from 28 points to 19. This happened after Kyiv and its European allies indicated the unacceptability of a number of demands in the document.
In particular, Ukraine reminded them of its "red lines" regarding limiting the size of its army and territorial concessions, including the surrender of Donbas. Europe supported this, and also emphasized its absolute right to decide on frozen Russian assets and the cancellation of sanctions introduced by Brussels. Oleksandr Bevz, an advisor to the Head of the Office of the President of Ukraine, confirmed that "the 28-point peace plan that everyone saw no longer exists," and that "none of Kyiv's objections were ignored."
US Secretary of State Marco Rubio noted that "huge" progress has been made on the way to finding a solution to the problem. According to him, the plan still needs refinement, but there is a basis for reaching an agreement within a "reasonable timeframe." The parties agreed that any future agreement should support Ukraine's sovereignty. The final text must be approved by US President Donald Trump and Ukrainian President Volodymyr Zelensky, after which the document will be sent to Moscow.
Trump himself wrote on his Truth Social network on November 24: "Is a serious shift in peace negotiations between Russia and Ukraine really possible???" suggesting that something good might be happening. European countries are expecting the next meetings next week with the participation of France, Germany, and the UK. One diplomat told the FT that they are "trying to develop a viable counter-proposal." In turn, a European official confirmed the risk that Trump might completely stop supporting Ukraine if a result is not achieved. Kremlin press secretary Dmitry Peskov stated on November 24 that Moscow had not received official information from the US about the peace plan negotiations in Geneva.
