Number of migrants in European Union reached record level in 2025

Migration processes in the European Union have intensified in recent years, reaching a historic record by the end of 2025. According to official data, the number of people residing in the bloc's countries who were born outside EU territory has reached 64 million.
This was reported in an analytical study prepared by the Berlin office of Denmark's non-profit Rockwool Foundation.
The report notes that the number of migrants who entered Europe during 2025 amounted to 2.1 million people. Although this figure is nearly 500,000 people lower than the previous year—2024—the overall migration pressure remains at a high level.
According to the analysis, European countries continue to be the main destination for migration flows, and a significant portion of the new arrivals are impacting the labor market and social systems.
The majority of migrants have headed to countries with the largest economies in Europe. Specifically:
- Germany;
- France;
- Spain;
- Italy.
These countries have taken on the main share of the migration flow.
Migrants make up an average of 14.2% of the European Union's population. However, in some smaller countries, this figure has reached a much higher level.
- Luxembourg — 52%;
- Malta — 32%;
- Cyprus — 28%.
This situation indicates that migration is having a significant impact on the demographic structure in smaller states.
