
In order to increase road discipline in Uzbekistan and strengthen drivers' compliance with the law, a new procedure is being introduced. In accordance with the resolution of the Cabinet of Ministers adopted on May 6, a “penalty points” rating system for drivers will be implemented from June 1.
Points are calculated only based on fines issued by traffic police officers
According to the new procedure, penalty points will be assigned to drivers only for violations issued by traffic police officers. This process will be carried out completely automatically, without human intervention, through the E-jarima electronic module.
No points will be assigned for violations recorded by automatic cameras. The Ministry of Internal Affairs is tasked with submitting a separate opinion to the Government in this regard.
Drivers who do not violate the law will be encouraged
In addition to calling drivers to discipline, the procedure also provides for incentive mechanisms. In particular: If a driver does not commit any violations for 12 months, no points will be recorded for the first violation in the next period.
If a driver does not commit another violation for 6 months after being given points, 2 points will be automatically deducted from his account.
12 points - automatic appeal to the court and deprivation of the right to drive
One of the most important changes is the penalties associated with the accumulation of points. If a driver accumulates 12 points within 12 months, then:
- The information is automatically sent to the court,
- There is no human intervention,
- The driver is sent a warning via SMS.
According to the law, the court may deprive such drivers of their driver's license for a period of 6 months to 3 years.
