
Another important step is being taken in Uzbekistan to ensure road safety and make responsibility for violations more transparent. According to a new bill discussed in the Legislative Chamber, a new type of punishment called "administrative warning" is being introduced into the Code of Administrative Responsibility.
With these changes, citizens who violate traffic rules for the first time may be limited to a verbal or written warning instead of a fine. This innovation mainly applies to cases with low social danger. For example, if it is the first time rules such as not wearing a seat belt, using a phone, or not having compulsory insurance are broken, only a warning will be given.
The draft law also clearly defines a list of 13 types of violations identified by automated photo and video surveillance tools. They are as follows:
– not wearing a seat belt,
– removing or installing another number plate,
– driving on the sidewalk,
– using a phone,
– speeding,
– violating traffic light rules,
– creating an accident situation,
– driving in the bus lane,
– violating overtaking rules,
– road hooliganism,
– participating in group driving,
– violating railroad crossing rules,
– driving a vehicle by a person without the right to drive.
Most importantly, if such violations are recorded by camera and no decision is made within one month, no fine will be imposed. This plays an important role in ensuring fairness and accuracy.
As noted by Jahongir Shirinov, chairman of the Committee on Combating Corruption and Judicial-Legal Issues, the “administrative warning” system forms a more active and responsible attitude among citizens. For now, this measure applies to six types of violations, but the list may be expanded in the future:
– violation of rules for the use of vehicles, including not wearing a seat belt, not passing a technical inspection, not equipping with the necessary devices;
– using a phone while driving;
– using a monitor while driving;
– violating parking or stopping rules;
– violating compulsory insurance requirements;
– violations of traffic rules by pedestrians and other road users.
