
In truth, no one is above the law—finally, the supremacy of law has spoken. The corruption crimes perpetrated by the former deputy hokim of Qoshkopir district, Bekzod Davlatov, were exposed and he answered to the law. According to the court’s verdict, he was sentenced to more than 8 years of imprisonment.
This event once again demonstrated the state’s firm will in the ongoing intense reforms in Uzbekistan, especially in the fight against corruption. This time the corruption case was uncovered in Qoshkopir district of Khorezm region—the person holding the position of deputy hokim was held accountable for trying to take a large bribe.
The name Bekzod Davlatov attracted wide public attention in connection with a criminal corruption case. Born in 1991, Davlatov served as deputy hokim in charge of agricultural and water management issues of the district. Unfortunately, during his tenure, he abused his official powers, seeking personal gain and trying to deceive citizens.
It should be noted that Davlatov made false promises to a citizen regarding land plots held in reserve by the hokim’s office, which he had no authority to allocate via auction. According to court documents, on November 12, 2024, he promised citizen X.I. to register 51.1 hectares of land in his name and demanded $25,000 plus 50 million soms for the initial paperwork.
What is even more disgraceful is that Davlatov did not stop there: in order to obtain these funds, he urged the citizen to give a bribe to an official. This constitutes a serious criminal offense under the Criminal Code. His actions are regarded not only as fraud but also as incitement to crime, incitement to give a bribe.
On April 11, 2025, the Tuproqqala District Criminal Court issued a verdict sentencing Bekzod Davlatov to 8 years and 1 month of imprisonment, as well as depriving him of the right to hold material responsibility or managerial positions in state enterprises and institutions for 2 years. The court decided that he would serve the sentence in a general regime colony.
Later, this ruling was reviewed by the Khorezm Regional Court in the appellate instance. On June 16, 2025, the appellate judicial panel upheld the first-instance verdict unchanged. This confirmed once again the fairness of the decision.
This case generated wide discussion among the public. There is popular support for decisive measures in the fight against corruption, especially when such actions are committed by officials and remain unpunished. The policy implemented by state leadership is seen as a practical application of the principle "no one is above the law."
To uphold the rule of law, of course, each official must conscientiously perform their duties and not betray the trust of the state. Unfortunately, some have shown they are willing to sacrifice this trust for personal gain. Yet such incidents not only result in punishment for the offender but also serve as an important lesson for others.
In short, the wrongdoing of the former deputy hokim Bekzod Davlatov was exposed openly and transparently by the court. This marked an important step not only against an individual but also in support of integrity and transparency of the system. Read 'Zamin' on Telegram!
