Digital Mahalla to monitor “red” and “yellow” areas

Plans are underway to measure problems in mahallas not through “window dressing” but based on clear numbers and indicators, strengthening a tailored approach to each area. To this end, the “Digital Mahalla” electronic platform will introduce a practice of assessing mahallas by socio-economic criteria.

Under the proposed initiative, the platform will analyze key areas affecting mahalla life— infrastructure conditions, business activity, poverty, unemployment, crime rates, conflict-prone families, and public appeals. Based on these analyses, mahallas are expected to be conditionally classified into “red,” “yellow,” and “green” categories.

In other words, areas with many problems and lagging work may fall into the “red” category; places where improvements are needed will be considered “yellow”; and stable mahallas with relatively good indicators may be placed in the “green” category. The goal is one— not to hide problems, but to identify them and find targeted solutions.

It is also envisaged that relevant district or city mayors (hokims) will prepare, approve, and implement—together with responsible state bodies—an annual program aimed at improving indicators for each “red” and “yellow” mahalla. This means goals, tasks, and accountability will become clearly defined for every mahalla.

The initiative includes another important element: relevant state bodies are expected to be assigned to each indicator area. For example, unemployment—one agency; infrastructure—another organization; crime—an отдельная responsible structure. Most importantly, improving indicators in “red” and “yellow” mahallas may also be used as a criterion for evaluating the performance of local administrations, ministries, and agencies.

Moreover, when drafting social development and infrastructure programs, sectoral plans, and annual work programs of state agencies, prioritizing the resolution of problems in “red” and “yellow” mahallas is planned as a key task.

In short, the “Digital Mahalla” platform is intended to turn mahallas into a system that provides a precise answer to the question, “Where does it hurt and what exactly?” If it works in practice rather than on paper, moving from “red” to “green” will be achieved through results, not words.
