Criminal cases have been initiated against four employees regarding the torture of prisoners
During 2025, cases involving the use of torture against prisoners by internal affairs officers were identified, and criminal cases were initiated against 4 officers. At the same time, another 13 employees were held disciplinarily liable, 2 of whom were dismissed and 1 received a warning.
According to Ombudsman Feruza Eshmatova, 954 monitoring visits were conducted during the year. During these visits, collective interviews were organized with more than 11,000 prisoners, and individual interviews were conducted with approximately 5,500 prisoners.
Based on the identified shortcomings, 33 representations and requests were submitted to the relevant ministries and departments. Furthermore, some detention facilities have been temporarily suspended due to non-compliance with sanitary and hygienic requirements.
