The Presidential decree “On measures to further digitalize the football sphere and further increase its mass participation” (PҚ–262, 21.08.2025) has been adopted. Through the document, the following are defined as the main goals of further developing football in our country, in particular: increasing the number of people regularly engaged in football by adapting the material and technical base to international requirements and increasing the number of football fields; fully digitalizing the system of selecting talented footballers and preparing them as professional footballers.
According to the decree, in order to manage the football ecosystem from a single point and to set up data circulation in an encrypted manner, the information system “National Football Electronic Platform” will be created. Through this platform, data will be collected in a single register, and electronic integration between academies, schools, clubs and federation links will be ensured.
From January 1, 2026, on a pilot-test basis, online monitoring of the educational-training processes of football academies and schools, the selection of footballers, as well as the monitoring of medical and physical indicators in real time will be carried out precisely through this information system. This innovation will serve openness and promptness in selection and will widely open the way to early identification of talents.
Also, from March 1, 2026, the purchase of tickets for football matches will be carried out through a special online information system that provides for personal identification mechanisms and the use of matrix bar code (QR code) technologies. This approach is aimed at increasing safety in stadiums, preventing the “black market of tickets,” and providing fast, transparent services for fans.
In short, the decree numbered PҚ–262 will serve to bring football infrastructure closer to modern standards, to digitalize the system of selection and training, and also to simplify the ticket-purchase experience for fans. As a result of the phased launch of the new platform and information systems, the mass participation of football will expand, and for clubs and national teams the practice of data-driven decision-making will be further strengthened.
