The State Duma of Russia is considering a bill that would completely ban the use of obscene words on the Internet. If adopted, the document will apply to all social networks and online platforms.
According to the author of the bill — a member of the State Duma Committee on Information Policy, Andrey Svintsov, swearing online should be regarded as a violation of public order, just as it is on the street. “If you use obscene words near a metro station or restaurant, it is considered petty hooliganism. The same rule should apply to the online space,” the deputy said.
Svintsov proposed granting “Roskomnadzor” special powers to implement the law. This means that if obscene language is detected online, such content would be automatically blocked without involving law enforcement authorities in extra work.
It should be recalled that in August, deputy Svintsov submitted to the State Duma a bill restricting materials containing obscene expressions. According to the document, social media posts with offensive words must either be edited or masked with special symbols.
The list of prohibited words includes those beginning with the letters “kh,” “p,” “e,” “b,” and their derivatives. If such materials are distributed without labels, they will be removed, or access to the resources will be restricted by Roskomnadzor.
