
Starting in 2025, Uzbekistan will implement a new system for determining disability status, upl.uz reported.
President Shavkat Mirziyoyev has ordered the discontinuation of medical advisory commissions (VKK), citing the need to eliminate corruption associated with their operations.
Under the new system, decisions on disability will be based on documentation prepared by family doctors. These documents will be submitted to a medical-social examination commission, which will issue the final decision.
The system will launch on June 1, 2025, in Tashkent and Navoiy regions, and by September 1, it will be expanded nationwide. Authorities have been instructed to train specialists and digitize documentation procedures.
The main improvement is simplification: family doctors will collect and complete all necessary paperwork, reducing bureaucracy and eliminating the need for patients to attend commission meetings. The MSJ commission will review documents and decide remotely.
The reform aims to increase public trust, reduce corruption risks, and ensure fairness. Preparations are underway to develop legal frameworks and guidelines for medical staff.
Since 2023, Uzbekistan has been actively developing an electronic health data system that enables real-time information sharing between doctors. This system will serve as the foundation for the new disability assessment process.
