The most active “difficult” mahallas will receive 1 billion each as incentives

The President instructed to financially encourage 100 mahallas that have worked effectively (efficiently, systematically) to increase jobs and incomes. The best-performing “difficult” mahallas will be allocated 1 billion soums each.

In Uzbekistan, 100 “difficult” mahallas that have shown the best results in increasing jobs and public incomes will receive 1 billion soums each. This was announced at a meeting chaired by the President on January 23. It was emphasized that this measure (step, mechanism) is aimed at further strengthening economic activity in the mahallas.

At the meeting, it was instructed to introduce a system for training assistant hokims to work based on a “project-based approach.” This process (practical stage, direction) will first begin with “difficult” mahallas. For each district, a portfolio of specific projects will be formed, with priority attention (primary importance) given to implementing micro and small business initiatives in the mahallas.

It was also decided to reduce the initial prices of vacant land plots and state-owned facilities in “difficult” mahallas by 2–3 times and put them up for sale. Through this, it is planned to activate resources, accelerate the inflow of investments (capital), and revitalize the business environment in the mahallas.

Assistant hokims from the 100 most active mahallas will be sent to countries such as China, Turkey, Korea, and Malaysia for one-month advanced training courses. It was stated that these study trips will serve to enrich their experience, strengthen practical skills, and apply new approaches at the local level.

The President noted that assistant hokims have recently accumulated sufficient experience in identifying initiative-takers and implementing projects in mahallas. From now on, they will fully conduct their activities based on a “project-based approach,” meaning that each initiative will be measured by a clear plan, source, timeline, and result.
